Event report - Linking London DfE's Post-16 Level 3 and Below Consultation Forum

Our last event of 2025 provided an opportunity for partners to contribute their thoughts on the governments Post 16 Level 3 and Below Consultation, which include a number of recommendations that will have a significant impact on the post 16 qualification landscape.

Our forum focused on plans to remove the majority of Applied General Qualifications, including BTECs and replace them with V Levels which will have significant implications not only for schools, colleges and for learners themselves, but also for universities, many of whom recruit significant numbers of BTEC learners.

Ria Bhatta, Head of Stakeholder Engagement at Pearson, outlined what we know so far about V Levels, as well as the potential impact on BTEC level 3 qualifications. We then explored key questions in the consultation during a lively group discussion. A range of concerns were raised on the 10th, including the impact of reducing choice for post 16 learners, whether HE providers will accept V Levels, and the seemingly unrealistic timescale for implementation.

Key points from colleagues at the forum will be collated and feed into our response, ahead of the 12th of January deadline.
