ABSTRACT 

Government policy including PPN06/20 and Green Book supplementary guidance on wellbeing are driving a significant shift in the decision-making process around infrastructure. The transforming infrastructure performance roadmap to 2030 describes a vision that links societal outcomes, defined by UNSDG priorities, with value-based policy, leading to system level decisions and using the data and technology to see them through. This panel and working paper contribute to the debate on how these policy outcomes can be achieved. The working paper makes a series of recommendations for the use of digital technology to drive innovation and maximise social value impact through infrastructure. In this seminar we will be discussing:

  • How can digital tools be used to enhance stakeholder engagement, present the ‘data voice’ in real time, and improve decision making and impact assessment? 
  • How can a standardized digital framework of social value metrics be developed for the infrastructure sector, and be incorporated into policy?
  • How do we take those social value metrics and embed them into digital twin development, to enable better decision making on social value across the whole lifecycle of infrastructure assets?

BIOGRAPHIES 

Jeremy Galpin leads the Costain digital social value consultancy offering and has over 30 years of experience in social value, human resources, stakeholder management and engineering in both corporate and complex project roles most recently on the Tideway project. Jeremy is a Chartered Fellow of the CIPD, a Chartered Member of the Institution of Civil Engineers and has a MSc with Distinction in Business Innovation and International Technology Management from Birkbeck College, University of London.

Klaus Nielsen is Professor of Institutional Economics at Birkbeck’s Department of Management. Klaus was previously Professor of Social Sciences at Roskilde University, Denmark. Klaus has published more than one hundred books and journal articles and led research projects within diverse areas. Of special interest in relation to this event is his research about social capital and innovation, global virtual teams and social capital, and social capital and the theory of the firm. Klaus has for several years taught a postgraduate module in Innovation Systems, Networks and Social Capital and is Programme Director for seven postgraduate programmes in business innovation and creative industries.

Isabelle Parasram OBE is the co- CEO of Social Value UK with Crispen Sachikonye. Social Value UK aims to ensure that organisations are accountable for their impact on people and the environment by guiding and resourcing organisations, individuals and society in recognising the value of social, environmental and corporate responsibility through the decisions that they make. Prior to this role, Isabelle worked nationally and internationally as the Head of a barristers’ chambers she founded in 2012, following a lengthy legal career in the public, private and charitable sectors. Isabelle is the former Vice President of a major UK political party. 

Ellie Jenkins is a Partner at Akerlof and Industry Project Lead for the Value Toolkit at the Construction Innovation Hub. Ellie has been leading the engagement for the testing and rollout of the Value Toolkit. Developed in partnership with over 200 experts from across industry and government to help redefine value and how to measure it. The Value Toolkit enables value-based decision making focused on driving better social, environmental, and economic outcomes, improving industry’s impact on current and future generations. Prior to this Ellie led Community Engagement and Social Impact for BAM Construct. Ellie has a BA in International Business from the University of Liverpool and University of McGill, Montreal.

David Janner-Klausner is the Co-founder and Director of Customer Success at Commonplace, the leading online stakeholder engagement platform. Commonplace is used by over 250 customers, ranging from Haringey Council to HS2, to connect with their whole community; hear their voices, and enables better, more inclusive decisions about places. Over 4 million people have visited the Commonplace platform and 2 million contributions have been analysed. David describes himself as a passionate lifelong urbanist. He has a PhD in Geography and Economics from LSE and an MSc in Sustainable Architecture from the Centre of Alternative Technology. 

Mark Hedges is the Asset Data and Information Manager at Anglian Water Services. In this role, he is responsible for the master data management for assets held within Anglian Water corporate asset management systems (SAP and GIS). He has responsible for the digital twin activity schedule for Anglian Water including supporting the award-winning digital twin work on the SPA project. Prior to this Mark was with MWH Treatment as the Digital Strategy Manager for the @one Alliance. Mark has an HNC in Civil Engineering from Peterborough Regional College and decades of industry experience in making digital real.
