Climate Risk and Food Security: Fiscal, Monetary, and Governance Responses in Developing Economies


Abstract
The dynamics of fiscal, monetary, and governance policies emerge as critical determinants of food security. Using panel data from 60 developing countries from 2000 to 2021, we explore how climate risk interacts with policy frameworks. Employing Method of Moments Quantile Regression, with robustness checks using Quantile Treatment Effects, we find asymmetric impacts of climate risks and a crucial role for institutional and macroeconomic interventions.

Climate vulnerability undermines food security in low-productivity countries but stimulates adaptive measures in high-resilience countries. Agricultural credit and expansionary monetary policy strengthen food security across all quantiles, with effects intensifying in resilient countries. However, the efficacy of fiscal policy is significant only in the mid-to-high quantiles. We further find that governance quality amplifies these outcomes, buffering climate shocks in vulnerable countries and magnifying policy effectiveness in resilient ones. Finally, population pressure and scarce arable land intensify vulnerabilities, particularly in countries with moderate productivity.
