Beyond Market Failures: Integrating Public Policies to Foster Innovation for Biodiversity

Abstract

Environmental regulation and Public Procurement for Innovation (PPI) are two key policy instruments for promoting effective biodiversity policies. Both aim to steer firms’ innovation activities toward socially desirable outcomes. This study investigates the relationship between biodiversity-related environmental regulation and PPI using a novel dataset of 3,831 tenders extracted from the Tenders Electronic Daily platform and matched with World Bank data. The findings indicate a negative association between the stringency of biodiversity regulation and the use of biodiversity-oriented PPI. This evidence suggests that biodiversity regulation and demand-side innovation policies such as PPI tend to act as substitutes rather than complements.

  • Fabrizio Tuzi

    Fabrizio Tuzi is Director at the National Research Council (CNR) and Adjunct Professor at LUMSA University (Libera Università Maria Ss. Assunta, Rome), where he teaches the course “Finance and Public Choices” . He previously served as General Manager of CNR—the largest research institution in Italy—as well as General Manager of the Italian Space Agency (ASI). His main research interests include STI policies, research evaluation, fiscal federalism, and decentralization. He is the author of several publications in international journals and policy briefs in the fields of innovation, multilevel governance, and public policy.

    Viviana D’Angelo is Researcher at the Italian National Research Council (CNR) Rome and Adjunct Professor at Università Cattolica del Sacro Cuore (Milan). She has been Assistant Professor at Università Cattolica del Sacro Cuore (Milan), and Research Fellow at LUISS Guido Carli University (Rome), where she also obtained a PhD in Management. Her main research interests include Innovation for Sustainability, Circular Economy, and Technological Innovation in the Supply Chain Management. Her works have been published in several international academic journals.
