Will downsizing Trident make a difference?

Reports in today's press suggest that Gordon Brown is considering downsizing Britain's fleet of Trident-missile carrying submarines. However, one Birkbeck academic suggested on Radio 4 this morning that reducing the fleet size from four to three would not make any difference to international disarmament "except politically". Professor Ron Smith from the Department of Economics, Mathematics and Statistics, added that as Trident is not being replaced until 2020, the move would do little to help the budget deficit in the short term.
