Harmonisation of Incremental Dates

As previously communicated, all staff now have an increment date of 1 October each year; this applies to both the annual increments, and to any accelerated, discretionary, or bonus payments awarded.

We are pleased to confirm that these will be backdated to either August 2006 or October 2006, dependent upon staff group, and subject to there being incremental headroom on the new grade.

Where there is insufficient incremental headroom, or a job is red circled, the value of the increment will be paid as a one-off payment over 12 months, but won’t be consolidated into basic pay.  This agreement ensures that all staff awarded an increment will be recognised for their contribution.

Information previously circulated to Technical, Manual Staff, Manual Staff on Clerical Pay Scale, Craft Staff and Clerical Staff in August 2006

Staff within the above categories would normally expect to receive incremental progression with effect from 1 August each year up to the discretionary section of the grade (where applicable).  As part of the implementation of the National Framework Agreement (NFA), the Framework Negotiation Group (FNG) have agreed that the incremental date for all staff will be harmonised to 1 October.

Having reached agreement, the harmonisation will be phased in and will be bought out as detailed below.  Referring to the chart, please identify the scenario that will apply to you.

If you would have been eligible to receive one further increment on your grade on 1 August 2006. (You would then have been at the highest non-discretionary point of the grade). 

If you would have been eligible to receive an increment on 1 August 2006 and a further increment on 1 August 2007.

Phasing Process and Buyout You will remain on your current incremental point (as at 31 July 2006), but will receive an allowance equivalent to the difference between your current salary and the next incremental point up, for August and September 2006.
This equates to 2 months allowance.

In addition, you will also receive 2 further months allowance as a buyout.
From 1 October 2006 You will then move to the appropriate incremental point on the new pay and grading structure, if there is the room to do so, following implementation of the NFA.

Payment of Provisional Accelerated or Discretionary Increments

If you were provisionally awarded an increment as part of the pay review panels, payment will be reserved until it has been established that there is incremental room for you to move on the new pay and grading structure.  Once this has been established, any payment (where appropriate) will be backdated to 1 August 2006.

Payment of the Allowance

Scenario A staff will receive the allowance for the months of August and September 2006 in a lump sum paid in August 2006.

Scenario B staff will receive the allowance as per Scenario A staff, plus the additional 2 months payment, in a lump sum paid in August 2006.

Pension Details

You will have the option to make the allowance payments pensionable if you wish.  However, for the majority of staff, it is actually more beneficial for the payments not to be pensionable.  These one-off allowance payments would not normally affect your pension.  Additionally, you will benefit from less deductions from your gross pay (income tax and national insurance will still be payable).  If you wish to make the allowance pensionable, please contact Ian Doyle, Financial Accountant, directly by email to i.doyle@bkk.ac.uk.
